ISO等國(guó)際三機(jī)構(gòu)發(fā)表2019世界標(biāo)準(zhǔn)日祝詞：視頻標(biāo)準(zhǔn)創(chuàng)造全球舞臺(tái)

編者按：今天是世界標(biāo)準(zhǔn)日（World Standards Day）。國(guó)際標(biāo)準(zhǔn)化組織（ISO）、國(guó)際電工委員會(huì)（IEC）、國(guó)際電信聯(lián)盟（ITU）等三大國(guó)際標(biāo)準(zhǔn)化技術(shù)組織將2019年世界標(biāo)準(zhǔn)日主題確定為“視頻標(biāo)準(zhǔn)創(chuàng)造全球舞臺(tái)（Video standards create a global stage）”，以體現(xiàn)視頻壓縮算法等國(guó)際標(biāo)準(zhǔn)對(duì)視頻技術(shù)進(jìn)步起到的重要作用。

世界標(biāo)準(zhǔn)日，是國(guó)際標(biāo)準(zhǔn)化組織（ISO）成立紀(jì)念日。在1946年10月14日，來(lái)自25個(gè)國(guó)家的代表會(huì)聚倫敦開(kāi)會(huì)并決定創(chuàng)建一個(gè)“旨在促進(jìn)工業(yè)標(biāo)準(zhǔn)的國(guó)際間協(xié)調(diào)和統(tǒng)一”新的國(guó)際組織——國(guó)際標(biāo)準(zhǔn)化組織（ISO）。（ISO于1947年2月23日正式開(kāi)始運(yùn)作）。1969年9月國(guó)際標(biāo)準(zhǔn)化組織理事會(huì)發(fā)布的第1969／59號(hào)決議，決定把每年的10月14日定為世界標(biāo)準(zhǔn)日。

視頻技術(shù)的進(jìn)步改變了我們的世界。它徹底革新了娛樂(lè)業(yè)，聯(lián)通了全球的朋友和家人，豐富了我們的交流體驗(yàn)，實(shí)現(xiàn)了在醫(yī)療保健和教育領(lǐng)域的重大改進(jìn)。

近幾十年的創(chuàng)新推動(dòng)了視頻質(zhì)量的巨大飛躍。視頻也變得更容易獲取，幫助全世界的人們用生動(dòng)的、移動(dòng)的畫面分享他們的故事。這些在視頻的復(fù)雜性和可訪問(wèn)性方面的進(jìn)步都是建立在國(guó)際標(biāo)準(zhǔn)之上的。

視頻是全球網(wǎng)絡(luò)上運(yùn)行最多的帶寬密集型應(yīng)用之一。由國(guó)際電工委員會(huì)（IEC）、國(guó)際標(biāo)準(zhǔn)化組織（ISO）和國(guó)際電聯(lián)（ITU）聯(lián)合制定的視頻壓縮算法標(biāo)準(zhǔn)對(duì)于滿足業(yè)界不斷增長(zhǎng)的視頻需求至關(guān)重要，已榮獲兩項(xiàng)黃金時(shí)段艾美獎(jiǎng)。

Video standards create a global stage

Advances in video technology have changed our world, revolutionizing entertainment, connecting friends and families across the globe, enriching our communications experiences and enabling major improvements in medical care and education.

The innovation of recent decades has driven a huge leap forward in video quality. And video has also become more accessible, helping people worldwide to share their stories in vivid, moving pictures. These gains in both the sophistication and accessibility of video are built on International Standards.

The video compression algorithms standardized in collaboration by IEC, ISO and ITU have been honoured with two Primetime Emmy Awards, recognizing that these standards are central to industry’s ability to meet rising demand for video, one of the most bandwidth-intensive applications running over global networks.

International Standards meet industry demand for powerful compression capabilities. They also enable smooth transitions to the next generation of video compression technology, helping industry to maximize return on each wave of investment.

Having standards recognized and respected all over the world means that video encoded on one device can be decoded by another, regardless of the device being used.
